1. In a small bowl, whisk together all ingredients, except chicken wings.
2. In a large bowl, add chicken wings. Sprinkle 1/3 cup dry rub over top and toss to evenly coat. Store remaining rub in a jar with a tight-fitting lid for up to 3 weeks.
3. Coat grill grate with cooking spray and preheat to medium heat. Add chicken wings and grill for 15 minutes, turning once halfway through cooking, or until nicely charred and cooked through.
