1. Wash hands with soap and water.
2. Preheat oven to 350 degrees Fahrenheit. Line 8-inch square baking dish with aluminum foil so foil extends about 2-inches over sides of dish; spray with cooking spray.
3. In medium bowl, whisk flour, baking soda and salt.
4. In large bowl, stir together butter and cocoa powder. Add eggs, sugars and vanilla extract; stir until smooth and shiny. Stir in flour mixture; fold in peanut butter cups and chocolate chips. Spread batter in prepared dish and wash hands after handling raw batter. Bake 40 minutes or until toothpick inserted in center comes out clean. Cool bars in pan on wire rack 10 minutes; using overhanging sides of foil, transfer bars to cooling rack and cool completely.
5. Remove foil; cut into 12 bars.
