1. Wash hands with soap and water.
2. Rinse all fresh produce items under cold running water.
3. Cook beef or turkey and onion until meat is browned; drain. Stir in salsa, water and seasoning mix. Bring to a boil. Reduce heat to low; cook for 2 to 3 minutes.
4. Layer ingredients into Fiesta Flats as follows in each shell: lettuce, meat mixture, cheese and tomatoes for garnish.
