Note: Wash hands with soap and water.1. In a medium saucepan over medium heat, bring water to a simmer. Whisk in cocoa powder until no lumps remain.
2. Slowly whisk in milk and cream and return mixture to a simmer.
3. Whisk in chocolate chips and sugar, whisking frequently until mixture is smooth and creamy and chips have melted.
4. Divide hot chocolate between 4 mugs andtop with a scoop of ice cream.
