1. Wash hands with soap and water.
2. Rinse all fresh produce items under cold running water prior to prepping.
3. In a large saucepan over medium heat, combine oil, garlic, onion, chili peppers with seeds and jalapeño peppers. Cook, stirring often, for 5 minutes or until onion begins to brown. Reduce heat to low and add vinegar, tomatoes, salt and sugar. Cook for 5 minutes or until the tomatoes are tender.
4. Pour mixture into a blender and blend until very smooth; pour through a fine-mesh sieve.
5. Reserve ½ cup for serving with cooked meat and use remaining for basting while cooking.
