1. Wash hands with soap and running water.
2. Spray 9-inch springform pan with cooking spray.
3. In large bowl, with mixer on medium-high speed, beat 1 cup butter and granulated sugar 3 minutes or until light and fluffy. Add eggs and 1 teaspoon vanilla extract; beat 2 minutes or until incorporated, scraping down bowl occasionally. Wash hands after handling raw eggs.
4. Add flour, baking powder, baking soda and salt; beat 1 minute or until just incorporated. Add 1 tablespoon sprinkles; beat 30 seconds or until just incorporated.
5. Evenly press dough into bottom of prepared pan; freeze 30 minutes. Wash hands after handling raw dough.
6. Preheat oven to 350 degrees Fahrenheit. Bake cake 40 minutes or until lightly browned; cool completely in pan on wire rack.
7. In medium bowl, with mixer on medium-high speed, beat powdered sugar, and remaining 1/4 cup butter and 1 teaspoon vanilla extract 3 minutes or until light and fluffy, scraping down bowl occasionally. Makes about 3/4 cup.
8. Transfer frosting to piping bag fitted with large star tip. Run small knife around edge of pan to loosen; remove cake from pan.
9. Place cake on serving platter; pipe frosting around top edges of cake. Drizzle cake with green, red and white cookie icing; sprinkle with remaining 2 teaspoons sprinkles.
10. Let icing dry completely; cut into 12 slices.
