1. In a small bowl, combine vinegar, orange juice, honey, hot sauce, garlic and salt and pepper to taste; whisk in oil and set aside.
2. In a large bowl, combine tomatoes, bell pepper, shallot and chives. Add vinegar mixture and toss to coat well. Cover and place in the refrigerator for 1 hour to allow flavors to blend.
3. Preheat oven to 375 degrees Fahrenheit. Place fillets, in a single layer, in the bottom of a 13x9-inch baking dish. Season both sides of fillets with salt and pepper to taste; season tops of fillets with garlic powder, onion powder and cumin.
4. Place in the oven and cook for 15 to 17 minutes or until fillets flake easily when tested with a fork. Serve topped with salsa.
