1. In large bowl, combine sugar, cornstarch and salt. Toss in blueberries and stir until well-coated. Gently stir in water and apples. Pour into 9x13-inch baking dish. Cover and bake for 15 minutes. Remove cover.
2. While fruit is baking, prepare topping. In large bowl, combine oats, flours, sugars, cinnamon and pecans. Cut in butter with a pastry cutter. Press into clumps and sprinkle over top of fruit.
3. Bake in preheated 425 degree oven for 10 minutes.
4. Reduce heat to 350 degrees and bake for 30 minutes, or until fruit is bubbly and topping is golden brown.
