2: Preheat oven to 325 degrees Fahrenheit; spray 24-cup mini muffin pan with cooking spray.
3: In large bowl, stir brownie mix, eggs, oil and 1/4 cup water; pour 1 1/2 cups batter into prepared pan and sprinkle with 1/3 cup pecans. Wash hands after handling raw batter. Bake brownies 22 minutes or until toothpick inserted in center comes out clean; cool completely in pan on wire rack. Repeat with remaining 1 cup batter and 3 tablespoons pecans to make 16 more bites.
4: Line rimmed baking pan with parchment paper; spread cooled brownies with frosting and place on prepared pan. In medium microwave-safe bowl, heat candies and milk in microwave oven on high 45 seconds or until melted, stirring every 15 seconds; with spoon, drizzle over frosting and sprinkle with remaining 1/2 cup pecans.
