1. Wash hands with soap and water.
2. In a medium saucepan over medium heat, combine all ingredients; bring to a slow rolling boil. Reduce heat to medium-low, cover and let simmer for 15 minutes. Remove from heat and let cool to room temperature.
3. Use right away or store in the refrigerator for up to 2 weeks.
