1. Wash hands with soap and water.
2. Rinse fresh produce.
3. Preheat oven to 375 degrees Fahrenheit; brush 1 tablespoon melted butter on bottom and up sides of a 3-quart baking dish.
4. In a large skillet, melt 1 tablespoon unmelted butter over medium-high heat. Add spinach; cook 2 minutes or until wilted, stirring frequently. Add garlic; cook 1 minute or until fragrant, stirring frequently. Transfer spinach mixture to a fine-mesh strainer; squeeze out water.
5. In a large bowl, stir cheddar, bell pepper, onion, hash browns and spinach mixture; spread in prepared dish. In a medium bowl, whisk milk, flour, thyme, salt, black pepper and remaining 2 tablespoons melted butter; pour over hash brown mixture. Tightly cover dish with aluminum foil; bake 30 minutes. Remove foil and stir; bake, uncovered, 35 minutes or until edges are bubbly, stirring once.
6. Place oven rack 4 to 5 inches from broiler; preheat broiler to high. Broil casserole 3 minutes or until top is lightly golden brown; let stand 10 minutes.
7. Serve casserole garnished with thyme, if desired.
