1. Wash hands with soap and water.

2. Rinse fresh produce.

3. Place cucumber, bell pepper and onion in a large bowl; add pickling salt and mix well. Let stand for 2 hours. Drain mixture in a colander, rinse under cold water and drain again, pressing out any excess moisture. Wrap mixture in a clean kitchen towel and squeeze out as much liquid as possible.

4. In a medium saucepan over medium heat, combine vinegar, sugar, dill seeds and celery seeds, stirring until sugar dissolves; bring to a boil. Let mixture cook for 4 minutes or until reduced to about 1/2 cup.

5. Add cucumber mixture, bring back to a boil, stirring frequently. Reduce heat to low and simmer for 10 minutes. During last minute of cook time, dissolve cornstarch in water and add to relish mixture; mix well. Remove from heat, add turmeric and mix well; transfer to a bowl and let cool to room temperature. Cover and chill in the refrigerator until cold.
